My dad and I live at different houses, will an auto insurance conpany allow me to be on his plan even tho I live in the neighboring town, this is progressive auto insurance.

Yes. As long as you're in the same state, and you're driving a vehicle owned by dad, all you have to do is change the "garaging address" for that vehicle to where you live. NO problem.
